Rule of thumb: good frame, bad glass → replace the glass and save. Bad frame, failing hardware, single-pane on a house you're keeping → replacement may earn its cost. We quote both honestly and tell you which we'd pick.

Replace just the glass when the frame and sash are sound: broken panes, fogged sealed units, scratched or etched glass. You keep the window, skip the trim-and-siding work, and typically spend a fraction of replacement cost.
